Assam DHE makes SAMARTH Portal official for NEP 2020 student migration and subsequent admission

The Directorate of Higher Education (DHE), Government of Assam, has directed that all student transfers under the National Education Policy (NEP) 2020 should be done through the Assam SAMARTH Portal. The new law is effective immediately and will apply to all universities and colleges in the state.The move seeks to ensure the implementation of Multiple Entry-Exit (MEE), cross-flow and back-entry systems that have been introduced under the NEP 2020.According to the notification, admission or transfer to the third, fifth and seventh semesters of graduate programs under the Multiple Entry-Exit and horizontal movement method must be completed through the Assam SAMARTH Lateral Entry Portal.The online option is required in the following cases:

  • A student transfers from one program to another within the same school.
  • A student moves from one school to another.

No online migration is allowed

The Directorate has made it clear that colleges and universities should not organize student migration through external or manual means. Organizations are no longer allowed to use any other migration method.The notice states that any migration taking place outside the SAMARTH Lateral Entry Portal will be treated as illegal and will not be recognized for academic or administrative purposes.According to the Directorate, such illegal immigration cannot be considered justified:

  • Editing academic records
  • Student life management
  • Taking credit
  • Any other educational or leadership purpose

The department said that allowing immigrants outside of the approved area could cause errors in students’ academic records and interfere with the proper transfer of credits under the NEP 2020 plan.The government has implemented this system to ensure that the academic records of students are accurate in all schools and that schools acquired under the Multiple Entry-Exit framework are transferred without any problems.The Directorate has also informed the higher education institutions that the detailed Standard Operating Procedure (SOP) for the SAMARTH Lateral Entry Portal will be issued separately on or after July 15, 2026.
