In a letter to vice chancellors, secretaries of higher education departments and college principals, University Grants Commission (UGC) has asked higher education institutions (HEIs) to find SWAYAM approved courses for the July 2026 semester, to list existing degree programs and to ensure that students register ahead of schedule.The committee calls on institutions to integrate Massive Open Online Courses (MOOCs) into educational programs instead of treating them as online courses only.

According to the letter written by the UGC Secretary Prof. Shyama Rath, Ministry of Education has approved a new series of SWAYAM MOOCs developed by international partners including University Grants Commission (UGC), Consortium for Educational Communication (CEC), National Program on Technology Enhanced Learning (NPTEL), Indira Gandhi National Open University (LOOK), Indian Institute of Management Bangalore (IIMB), All India Council for Technical Education (AICTE), National Institute of Technical Teachers Training and Research (NITTTR) and Institutions of National Importance (INIs).The organization has requested the universities to provide a list of courses that have been approved by the deans, heads of departments and SWAYAM University Nodal Officers so that students are well informed before the time of registration.

Shifting focus from enrollment to curriculum integration

Universities have been asked to convene meetings of their SWAYAM Advisory Committees to identify courses that are compatible with existing programs, complete the credit transfer process and display the list of approved courses on the institutions’ websites and social networks.The move is aimed at making SWAYAM courses part of the regular schedule instead of an optional extra course of study chosen by a few students.

The committee has also reminded the institutions that those who have followed the UGC (Credit Framework for Online Learning Courses through SWAYAM) Regulations, 2021, along with the UGC policy issued in August 2024 for conducting SWAYAM exams, can take the final exams of SWAYAM courses at their schools.This is in addition to the exams conducted by the National Testing Agency (NTA) and NPTEL, giving students another opportunity to sit for the exam.Under these rules, Institutions of Higher Education can allow students to receive loans through SWAYAM for up to 40 percent of the total tuition offered in a semester.
